It provides oversight to ensure that:

  • Funds are used for legally authorized purposes
  • No Funds are used for teacher or administrative salaries

Voter Approved Project List

Anyone from the public can attend the Citizen's Oversight Committee meetings. The Committee can only take action on items that are listed on the agenda. If you wish to speak to us about an item not on the agenda, the “Public Comments” section of the agenda is for you. We will take such comments at the beginning of the meeting and there is another opportunity at the end of the meeting. If you wish to speak, either during “public comments” or during an agenda item, fill out a Speaker Request Form, indicate the item # and hand it to the Secretary. This will enable the Board to call upon you to speak at the appropriate time. Each speaker is limited to not more than three minutes under Public Comments and three minutes on non-public hearing agenda items. No one may speak more than once on an agenda item or during “public comments.” After having heard from the public, the agenda item will be closed to the public. Deliberations will then be limited to members of the Committee.

Citizens' Bond Oversight Committee

Currently, there is one vacancy on the Citizens' Bond Oversight Committee which is the seat for a member of a Senior citizen's organization.  However, five seats will be expiring at the end of June, 2013.  Two "Member-at-Large" seats will be open, one "Member of a Business Organization", one "Member of a Taxpayer's Association" and one "Parent Active in a School Organization" will also be open.  If you are interested in serving your community on this committee please click on the application link.

Measure C Bond Program Summer 2010 Work Plan

 

The work of the Measure C Bond program has been divided into three phases. Phase 1 projects began in the summer of 2009 with the installation of new playground equipment at seven elementary school sites and the network cabling upgrades at five sites. Phase 1 will continue into the summer of 2010 with the projects listed below.
 
 
Belshaw Elementary School:
 
Wings 2 and 3 will have the classrooms modernized to include Heating, Ventilation and Air Conditioning (HVAC) upgrades as well as Americans with Disabilities Act (ADA) improvements. All campus buildings will be equipped with a new fire alarm system, a new handicap ramp between the Administration/Library building and Wing 2 will be added. All classrooms will receive ceiling/wall projector mounts and cabling.
 
Kimball Elementary School:
 
The Kindergarten Wing and Wings 1, 2, 3 and 4 will be modernized with HVAC upgrades and ADA improvements. All campus buildings will be equipped with a new fire alarm system and new security fencing will be installed surrounding the site. All classrooms will have ceiling/wall projector mounts and new cabling installed.
 
Muir Elementary School:
 
Bond work for the summer of 2010 for Muir Elementary School has been postponed until the plans have received approval from the California Division of the State Architect (DSA).
 
Antioch Middle School:
 
The Kitchen and Multipurpose Room (MPR) will be the focus of work for the summer. The modernization of the MPR and Kitchen will include upgraded Heating, Ventilation and Air Conditioning (HVAC) and required Americans with Disabilities (ADA) improvements. The PGE service to the entire campus will be upgraded as well as installation of a new Voice over Internet Protocol (VoIP) telephone system, wireless, clock bell, and speaker systems. All classrooms will have ceiling/wall projector mounts and cabling installed.
 
Park Middle School:
 
Many renovations will take place during the summer of 2010. The MPR and Kitchen will receive upgraded HVAC and the required ADA improvements. There will be construction of a new entry structure and security fencing will be added. The entire campus will be equipped with a new fire alarm system and there will be new network cabling and infrastructure upgrades. All classrooms will have ceiling/wall projector mounts and cabling installed, and construction will be done on two new handicap ramps to the playfield areas. The construction of the handicap ramp by Memorial Field will continue though September of the 2010-2011 school year.
 
 
Antioch High School:
 
Part of Phase 1 of the improvements at Antioch High School will affect Beede Auditorium, the Band Room and adjacent areas. There will be the installation of new Heating, Ventilation and Air Conditioning (HVAC) and the associated structural alterations. The work on Beede Auditorium will continue through October of the 2010-2011 school year. The entire campus will be equipped with a new fire alarm system and will also receive new network cabling and infrastructure upgrades. All classrooms will have ceiling/wall projector mounts and cabling installed. The administration wing will have walkway improvements on the east and north side to correct Americans with Disabilities Act (ADA) deficiencies.
 
Prospects High School:
 
Bond work for the summer of 2010 for Prospects High School has been postponed until the plans have received approval from the California Division of the State Architect (DSA).
 
School Services Building:
 
The Network Operations Center (NOC), which provides computer network services to the entire district, is scheduled for a power service upgrade. This project is dependent on completion of the plans and completion of the review process by PGE engineering, both of which are in progress.
 
 

Background

Proposition 39, approved by the voters on November 7, 2000, amended Article 13A of the Constitution to permit school districts and community college districts to issue general obligation bonds with the approval of 55% of the voters. One component of the legislation implementing Prop. 39 requires each district which has passed a successful Prop. 39 bond issue to create a Citizens Oversight Committee (the “Committee”).

Upgrade the district technology lab and district-wide infrastructure, data processing equipment and storage to increase network capability to allow for additional needs for sites.

  • Remove hazardous materials, e.g. asbestos, lead, etc. that may be encountered during the course of construction.
  • Provide additional furnishing, equipment and cabinetry to enhance educational programs.
  • Replace existing windows and doors as necessary.
